W. Michael Loughran was born in Baltimore, Maryland.  He received his Bachelor of Arts degree from the University of Notre Dame.  He later obtained his Juris Doctororate degree from the University of San Diego School of Law.  During law school, he received three CALI awards for earning the top grade in Criminal Law, Evidence, and Law of the Sea.

Since graduating from law school, Mr. Loughran has practiced complex civil litigation as an associate in San Diego, California.  Mr. Loughran is admitted to the State Bar of California and the United States District Court for the Southern and Central Districts of California.  Mr. Loughran is a member of both the San Diego County Bar Association and the North County Bar Association.
